The City of Philadelphia is considering a proposal to lease or sublease land, including Victory Gardens and Emerson Landfill, to the Philadelphia Authority for Industrial Development. April 14, 2026 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am submitting herewith for the consideration of your Honorable Body the following proposed Ordinance: AN ORDINANCE Authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to enter into lease or sublease agreements with the Philadelphia Authority for Industrial Development for all or a portion of the premises that includes certain parcels of land, generally referred to as Victory Gardens and Emerson Landfill, for environmental remediation of the land, development of a facility at said premises, and use by the International Union of Operating Engineers Local 542, all under certain terms and conditions.
