The enacted ordinance amended a 1999 authorization involving the former Annin Street right-of-way, which was being abandoned for gas-main and other public-utility purposes.
Amending Section 2 of an Ordinance (Bill No. 990366) approved July 1, 1999, entitled "An Ordinance authorizing the striking from City Plan No. 17-S and abandoning of a certain right-of-way for gas main purposes and public utility purposes within the lines of former Annin street extending from a fifty (50) feet wide right-of-way (former Twenty-eighth street) to Twenty-ninth street; under certain terms and conditions," by extending the period for compliance with the authorization conditions therein.

This enacted ordinance revises the City Plan by vacating Tenth Street from Pattison Avenue to a point about 846 feet north and adding Hartranft Street between Darien Street and Tenth Street at that location.
