This lapsed bill would have amended Philadelphia’s zoning rules for R-3 residential districts.
Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Chapter 14-200 entitled "Residential Districts" by amending Section 14-204 entitled "R-3 Residential District," by amending the uses permitted, and by amending Chapter 14-1400 entitled "Parking and Loading Facilities" by amending Section 14-1402 entitled "Parking in Residential Districts" by making certain technical amendments, under certain terms and conditions.

This lapsed bill would have removed all permitted vending locations on both sides of Eighth Street and Ninth Street between Arch Street and Market Street in Center City.
Amending the Ordinance approved January 3, 1992 (Bill No. 1205-AA), as amended, which, pursuant to subsection 9-204(8)(a) of The Philadelphia Code, designates the locations in Center City at which vending is permitted, by deleting all permitted vendor locations on both sides of Eighth street and Ninth street between Arch street and Market street, all under certain terms and conditions.

The enacted ordinance authorizes Philadelphia to borrow up to $92.195 million through general-obligation bonds, subject to voter approval, for capital projects.
Authorizing the creation of a loan or loans to provide funds for and toward various capital municipal purposes; authorizing the Mayor, City Controller and City Solicitor or a majority of them to sell bonds at public or private negotiated sale; setting forth the capital purposes and the amounts for which the proceeds of the loan or loans will be expended; providing for the maturities and for other terms and conditions and for the form of the bonds; providing that certain bonds may be redeemable prior to maturity; providing sinking funds for the bonds and for appropriations to the Sinking Fund Commission for the payment thereof; authorizing agreements to provide credit or payment or liquidity sources for the bonds and certain other actions; providing for obtaining the consent of the electors to increasing the indebtedness of the City of Philadelphia; and fixing a day for holding the election for obtaining such consent and providing for the arrangements for holding such election.
