This communication concerns a proposed amendment to Section 2 of an ordinance about changing the City Plan and vacating specified portions of Dilworth, Ritner, Martin, and Greenville Streets.
Amending Section 2 of an Ordinance (Bill No. 980803) approved January 5, 1999, entitled "An Ordinance authorizing the revision of lines and grades on a portion of City Plan No. 27-S by striking from the City Plan and vacating the legally open portions of Dilworth Street from Wolf Street to Ritner Street; by striking from the City Plan Ritner Street from Dilworth Street to Weccacoe Avenue; by vacating Martin Street from Weccacoe Avenue to a point approximately two hundred eighty one (281) feet southwestwardly therefrom, and by vacating Greenville Street from Weccacoe Avenue to Dilworth Street, all under certain terms and conditions, by extending the period for compliance with the authorization conditions therein."

Calling upon the Knight Ridder Corporation to refuse to accept any advertisements promoting predatory payday loans in any of its Philadelphia newspapers and to instead launch an investigative series of articles on the abusive and predatory phenomena of payday lending in the City of Philadelphia.

This enacted ordinance approves participation by The Hospitals and Higher Education Facilities Authority of Philadelphia in financing up to $7.5 million for renovations and new operating-room and other equipment at Thomas Jefferson University Hospitals and affiliated facilities.
Declaring that it is desirable for the health, safety and welfare of the people in the area served by Thomas Jefferson University Hospitals, Inc. (the "Hospital") and its affiliates for The Hospitals and Higher Education Facilities Authority of Philadelphia to participate with the Hospital in the refinancing or restructuring of certain outstanding indebtedness of the Hospital and its affiliates and the acquisition and construction of capital improvements to the facilities of the Hospital and its affiliates.

The adopted resolution authorized City Council’s Committee on Transportation and Public Utilities to hold public hearings about Philadelphia Gas Works’ Senior Citizen Discount program.
Authorizing City Council's Committee on Transportation and Public Utilities to convene public hearings to take public testimony from the City Administration, Philadelphia Gas Works (PGW) management, the general public and other interested parties in order to develop recommendations including legislative strategies for modifying PGW's Senior Citizen Discount program in light of Pennsylvania's Natural Gas Choice and Competition Act, which abolishes the Senior Citizen Discount for Senior Citizen customers of PGW effective September 1, 2003.
