This lapsed bill would have limited a property's taxable assessed value for real-estate taxes to no more than 110% of the prior year's taxable assessed value, except for increases tied to new construction or improvements.
Amending Chapter 19-1300 of The Philadelphia Code, entitled "Real Estate Taxes," by providing that real estate taxes levied under that Chapter shall not increase in any one year by more than a specified percentage as the result of an increase in the assessed value of the property as returned by the Board of Revision of Taxes; by providing that if the growth in the total assessed value of all real estate in the City exceeds a specified percentage in any year, then the rate of the real estate tax will be reduced proportionately; and by restating the rates of taxation in tabular form; all under certain terms and conditions.

This enacted bill provided for a November 4, 2003, special election on a proposed amendment to the Philadelphia Home Rule Charter.
Providing for the submission to the qualified electors of the City of Philadelphia of an amendment to Section 5-300 of the Philadelphia Home Rule Charter, by adding a new subsection (f), as approved by Resolution of the City Council, requiring the Health Department to prepare a plan for universal health care coverage that permits everyone in the City of Philadelphia to obtain decent health care on a regular basis; fixing the date of a special election for such purpose; prescribing the form of ballot question to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.

This enacted measure repeals and replaces Chapter 17-500 to establish participation goals for disadvantaged-owned businesses in City contracts.
Repealing Chapter 17-500 of The Philadelphia Code, entitled "Goals for the Participation of Minority, Female and Disabled Owned Businesses in City Contracts," and enacting a new Chapter 17-500 of The Philadelphia Code to establish City Contract participation goals for Disadvantaged Owned Business Enterprises, which are businesses owned by socially and economically disadvantaged individuals, and which presumptively include businesses owned by women, minorities and the disabled.

This enacted measure requires banks and other institutions eligible to hold City funds to submit annual statements describing their community reinvestment goals for low- and moderate-income Philadelphia neighborhoods, including planned loans and investments.
Amending Chapter 19-200 of The Philadelphia Code, entitled "City Funds - Deposits, Investments, Disbursements," by prohibiting the City Treasurer from depositing funds in banks and institutions that have failed to submit statements of community reinvestment goals for low and moderate income neighborhoods in the City of Philadelphia, under certain terms and conditions.
