This adopted resolution authorizes the City Council Committee on Commerce and Economic Development to investigate how much City contract work goes to businesses classified as Disadvantaged Business Enterprises and how that level has changed since April 24, 2003.
Authorizing the Council Committee on Commerce and Economic Development to conduct a full and comprehensive investigation into the level of participation in City contracts of businesses which are classified by The Philadelphia Code as Disadvantaged Business Enterprises, and any changes in such participation level that may have occurred since April 24, 2003, the enactment date of both the new Chapter 17-500 of the Philadelphia Code and the issuance of Executive Order 4-03, and to further establish annual participation goals for Disadvantaged Business Enterprises pursuant to the requirements set forth in Chapter 17-500 of the Philadelphia Code.

The lapsed bill would have created the Boyd Theater Tax Increment Financing District in the area generally bounded by Chestnut, Nineteenth, Twentieth, and Sansom Streets.
Creating the Boyd Theater Tax Increment Financing District, being the area generally bounded by Chestnut street on the north, Nineteenth street on the east, Twentieth street on the west, and Sansom street on the south and approving the project plan of the Philadelphia Authority for Industrial Development ("PAID") for the redevelopment of the Boyd Theater Tax Increment Financing District and making certain findings and declarations, all in accordance with the Tax Increment Financing Act, being the Act of July 11, 1990, P.L. 465, No. 113, as amended, and authorizing the Director of Finance and other offices of the City to execute documents and do all things necessary to carry out the intent of this Ordinance.

Nero, Surveyor and Regulator of the Third District, dated April 26, 1965, under certain terms and conditions pursuant to the Redevelopment Cooperation Law, Act of May 24, 1945 P. L. 982 as amended and authorizing the Redevelopment Authority to convey to the Mt. Tabor Community Education and Economic Development Corporation, without consideration, the below described property for Non Profit housing development, pursuant to a Redevelopment Authority Redevelopment Agreement.

This enacted ordinance removes and vacates Delhi Street between Tenth Street and Montgomery Avenue from the City Plan.
Authorizing the revision of lines and grades on a portion of City Plan No. 119 by striking from the City Plan and vacating Delhi Street from Tenth Street to Montgomery Avenue and by reserving and placing on the City Plan a right of way for drainage purposes, water main purposes, gas main purposes and public utility purposes within the lines of Delhi Street being stricken from the City Plan and vacated under authority of this Ordinance, under certain terms and conditions.

This enacted law adds conditions for permits to erect outdoor advertising and non-accessory signs in Philadelphia.
Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Section 14-1604, entitled "Outdoor Advertising and Non-Accessory Advertising Controls," by adding requirements for the issuance of a permit to erect outdoor advertising and non-accessory signs; in particular, providing that no such permit shall be issued if there is any outstanding violation relating to premises upon which the outdoor advertising sign will be erected or maintained, or if the applicant is delinquent in the payment of any taxes, charges, fees, rents or claims; all under certain terms and conditions.
