The adopted resolution authorizes City Council’s Public Safety and Technology and Information Systems committees to hold joint public hearings about five malfunctions of Philadelphia’s 800 Megahertz Digital Radio System in 2004.
Authorizing a Joint Hearing for both City Council's Committee on Public Safety and City Council's Committee on Technology and Information Systems to hold public hearings to investigate the malfunction of the City of Philadelphia's 800 Megahertz Digital Radio System which occurred five times: once on March 25, 2004, at 8:59 P.M., then on May 18, 2004, at 9:04 P.M., again on July 9, 2004, at 6:30 P.M., and again on August 18, 2004, at 7:26 P.M., and finally on October 3, 2004, at 1:30 A.M.; and, in furtherance of such investigation, authorizing the issuance of subpoenas to compel the attendance of witnesses and the production of documents to the full extent authorized under Section 2-401 of the Home Rule Charter.

Transmitting a resolution agreeing to participate in the "436 Walnut Tax Increment Financing District," if it should be created by the Council of the City of Philadelphia in accordance with the Tax Increment Financing Act of July 11, 1990, (P.L. 465, No. 113), as amended, in the Center City Redevelopment Area, in an area generally bounded by Walnut Street on the north, Fourth Street on the east, Fifth Street on the west, and Spruce Street on the south; and designating the Mayor or his designee as the City's representative for purposes of meeting with the Philadelphia Authority for Industrial Development, pursuant to Section 5(a)(2) of the Tax Increment Financing Act, accompanied by an explanatory letter from the Director of Commerce.
