Adopted, this resolution condemns CSX Transportation’s lawsuit seeking to block public access to Schuylkill River Park and its trails through Locust and Race Streets.
Deploring the efforts by CSX Transportation to deprive Philadelphians of public access to one of the City's treasures, the Schuylkill River Park and its trails, through a misguided lawsuit and also deploring CSX's contempt for the City as demonstrated by its refusal to promptly and appropriately repair its structural supports and bridge over 25th Street and by its practice of parking trains filled with noxious garbage alongside the Fitler Square neighborhood, and further expressing this Council's strong support for the aggressive defense against this lawsuit by the City Solicitor and for the efforts by community organizations and concerned individuals, including members of this Council, led by the organization Free Schuylkill River Park, to intervene in the litigation.

The adopted resolution calls on the Mayor to enforce the MBEC Ordinance, which sets participation goals for minority-owned, women-owned, and disabled-owned businesses in City contracts and public works.
Calling upon the Mayor to enforce Bill No. 030125 (the "MBEC Ordinance"), approved by the Mayor on April 23, 2003; and, if the Mayor refuses to enforce this approved ordinance, authorizing Council to retain counsel to file a lawsuit to compel the Administration to enforce this ordinance.

This lapsed bill would have required the City, through its Procurement Department, to donate 50% of its surplus computer equipment to certain nonprofit organizations that provide services to Philadelphia residents.
Amending Title 17 of The Philadelphia Code entitled "Contracts and Procurement," by adding a Section 17-204 entitled "Disposition of Surplus Computer Equipment to Certain Non-Profit Organizations," requiring that a percentage of the City's surplus computer equipment be donated to certain non-profit organizations who provide services to the community, under certain terms and conditions.

This lapsed proposal would have repealed two 2004 bills concerning northbound traffic on Twentieth Street between Belfield and Olney Avenues and changes to the street’s lines and grades in the surrounding area.
