Approving the second amendment of the redevelopment proposal for the 44th and Aspen Urban Renewal Area, being the area generally bounded by Lancaster avenue, Belmont avenue, Pennsgrove street, Forty-second street, Haverford avenue, Forty-fourth street, Fairmount avenue and Forty-seventh street, including the second amendment to the urban renewal plan and the relocation plan, which provides, inter alia, for the additional land acquisition of approximately six (6) properties for residential and related uses; the provision of certain relocation services, as required by law; and declaring that condemnation is not imminent with respect to the Project.

This enacted ordinance authorizes Philadelphia to issue up to $230 million in Airport Revenue Bonds, with possible additional amounts for certain issuance costs.

City Council approved a redevelopment contract and disposition supplement for Parcel No.
Approving the redevelopment contract and disposition supplement of the Redevelopment Authority of the City of Philadelphia for the redevelopment and urban renewal of a portion of the Model Cities Urban Renewal Area, designated as Parcel No. 427 also sometimes identified by house numbers and street addresses as 647-667 North Tenth street including 931 Wallace street and 926-930 Melon street; and authorizing the Redevelopment Authority to execute the redevelopment contract with Tucker House and to take such action as may be necessary to effectuate the redevelopment contract and disposition supplement.

This lapsed bill would have prohibited the development, construction, or conversion of structures into certain large retail stores, including stores over 180,000 square feet and some stores between 90,000 and 180,000 square feet that devote significant space or sales to specified nontaxable goods.
Enacting a new Section 14-310 of The Philadelphia Code, entitled "Predatory Superstores," and amending Section 14-102 entitled "Definitions," Section 14-1802 entitled "Criteria for Granting Zoning Variances" and Section 14-1704 entitled "Enforcement," to prohibit the development and construction of Predatory Superstores, and the reconstruction, modification or alteration of existing structures to become Predatory Superstores; and further to prohibit zoning variances which would endanger the economic health and vitality of the surrounding community; providing penalties for non-compliance and granting remedies to aggrieved persons; all under certain terms and conditions.
