This communication transmitted a proposed bill concerning the Philadelphia Authority for Industrial Development’s possible sale of a roughly 22-acre property between Fiftieth and Fifty-second Streets, south of Parkside Avenue, to the West Philadelphia Financial Services Institution for $400,000.
Transmitting a bill authorizing the Philadelphia Authority for Industrial Development (PAID), notwithstanding any contrary requirements of the Philadelphia Industrial and Commercial Development Agreement between the City, the Philadelphia Industrial Development Corporation (PIDC), and the PAID, to convey fee simple title to a certain property containing approximately twenty-two acres located between Fiftieth and Fifty-second Streets south of Parkside Avenue, for a consideration of Four Hundred Thousand Dollars ($400,000), to the West Philadelphia Financial Services Institution, under certain terms and conditions, accompanied by an explanatory letter from the Director of Commerce.

Currently, most City universities and many hospitals have IDD designation, including for example, the University of Pennsylvania, Templue University, LaSalle University, Drexel University, Roxborough Hospital and Community College. Under Bill 050831-A changes to an IDD plan are no longer deemed approved if City Council fails to act wi6thin 45 days to approve, disapprove, amend or defer action on any proposed change.
