Providing for the approval by the Council of the City of Philadelphia of a Revised Five Year Financial Plan for the City of Philadelphia covering Fiscal Years 2007 through 2011, and incorporating proposed changes with respect to Fiscal Year 2006, which is to be submitted by the Mayor to the Pennsylvania Intergovernmental Cooperation Authority (the "Authority") pursuant to the Intergovernmental Cooperation Agreement, authorized by an ordinance of this Council approved by the Mayor on January 3, 1992 (Bill No. 1563-A), by and between the City and the Authority.

This lapsed bill would have amended Philadelphia’s Property Maintenance Code to require owners of vacant premises to maintain property insurance covering damage caused by negligence, including injuries or damage affecting adjacent properties.
Amending Subcode PM (The Philadelphia Property Maintenance Code) of The Philadelphia Code, by amending Section PM-306.0 entitled "Vacant Premises," by requiring owners to maintain property insurance on vacant premises, all under certain terms and conditions.
