The enacted bill provided for Philadelphia voters to consider a Home Rule Charter amendment at a May 16, 2006 special election.
Providing for the submission to the qualified electors of the City of Philadelphia of an amendment to Article VIII, Chapter 5 of the Philadelphia Home Rule Charter, entitled "Referenda Approved by the Voters," by adding a new section calling on the City to fight crime and violence through the use of video surveillance, which shall be implemented in a manner that protects civil liberties and legitimate privacy interests; fixing the date of a special election for such purpose; prescribing the form of ballot questions to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.

This enacted measure revised Philadelphia Gas Works’ Fiscal Year 2006 capital budget, increasing its maximum authorized amount from $64.619 million to $65.835 million.
Amending Bill No. 050792, entitled "An Ordinance Approving the Fiscal Year 2006 Capital Budget providing for expenditures for the capital purposes of the Philadelphia Gas Works (including the supplying of funds in connection therewith) subject to certain constraints and conditions, and acknowledging receipt of the Forecast of Capital Budgets for Fiscal Years 2007 through 2011", by approving a revised Capital Budget for Fiscal Year 2006 and by extending the timeline related to line item transfers.
