The enacted bill amended Philadelphia’s realty transfer tax rules to exempt property transfers between financially interdependent people who live together, share basic living needs, and have been responsible for each other’s welfare for at least six months.
Amending Chapter 19-1400 of The Philadelphia Code, entitled "Realty Transfer Tax," by exempting transactions between certain financially interdependent persons, including, but not limited to, domestic partners, whether of the same or opposite sex; all under certain terms and conditions.

The enacted ordinance amended Philadelphia’s Fair Practices Code to prohibit private taxi companies from discriminating against people with disabilities.
Amending Chapter 9-1100 of The Philadelphia Code, entitled "Fair Practices ," by providing that private entities providing taxi service shall not discriminate against individuals with disabilities by actions including, but not limited to, refusing to provide service to individuals with disabilities who can use taxi vehicles, refusing to accommodate such individuals in the use of a guide or support animal due to blindness, deafness or refusing to assist with the stowing of mobility devices, and any other assistive instrument and charging higher fares or fees for carrying individuals with disabilities and their equipment than are charged to other persons.
