The enacted ordinance declares that Philadelphia’s Hospitals and Higher Education Facilities Authority may issue up to $315 million in revenue bonds to help finance Children’s Hospital of Philadelphia and its foundation’s planned projects, primarily at the campus at 34th Street and Civic Center Boulevard.
Declaring that it is desirable for the health, safety and welfare of the people in the area served by The Children's Hospital of Philadelphia and The Children's Hospital of Philadelphia Foundation for The Hospitals and Higher Education Facilities Authority of Philadelphia to participate with such institutions in constructing a new, 5-story ambulatory care center and making certain other capital improvements to such institutions' buildings and facilities primarily at their campus located at 34th Street and Civic Center Boulevard, Philadelphia, Pennsylvania.

This enacted bill approves amendments to the redevelopment and relocation plans for Philadelphia’s Model Cities Urban Renewal Area, covering the acquisition of about 15 additional properties for residential, institutional, and related uses.
Approving the thirty-eighth amendment of the redevelopment proposal for the Model Cities Urban Renewal Area, being the area beginning at the northwest corner of Front street and Spring Garden street, including the thirtieth amendment to the urban renewal plan and the twenty-seventh amendment to the relocation plan, which provides, inter alia, for the additional land acquisition of approximately fifteen (15) properties for residential, institutional and related uses; the provision of certain relocation services, as required by law and declaring that condemnation is not imminent with respect to the Project.
