The lapsed bill would have created a comprehensive plan and rules for placing advertisements on City-owned or otherwise controlled property, considering surrounding areas, historic character, and safety.
Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," and Title 16 of The Philadelphia Code, entitled "Public Property," to provide for a comprehensive plan for the placement of advertising on municipal property, and to further authorize contracts and concessions for the placement and management of advertisements on municipal property, all under certain terms and conditions.

This lapsed proposal would have created “Development Districts” in census tracts with specified levels of vacant, tax-delinquent, or publicly owned properties.
Amending Chapter 16-400 ("Vacant and Surplus Properties") to establish Development Districts wherein City-owned real estate may be transferred to the Redevelopment Authority of Philadelphia for further transfer, at a discount, for economic development purposes, under certain terms and conditions.
