The enacted ordinance amends Philadelphia’s Traffic Code to allow people contesting parking violations to use in-person hearings, telephone hearings for eligible people with disabilities or disabled veterans, or written and electronic submissions.

This lapsed bill would have required building owners to periodically inspect and test fire dampers, smoke dampers, and smoke control systems, with inspections performed by qualified or certified contractors.
Amending Title 4 of The Philadelphia Code, Subcode "F" (The Philadelphia Fire Code) and Subcode "A" (The Philadelphia Administrative Code), by providing that building owners shall follow applicable requirements of State and City Construction Codes to conduct periodic inspection and testing of fire dampers, smoke dampers and smoke control systems; to require such inspections and testing be performed by qualified persons; and to provide for penalties for violations of such code requirements; all under certain terms and conditions.

This lapsed bill would have changed Philadelphia’s rules for handling violations by allowing people to respond to tickets and take part in administrative adjudications by telephone, mail, or electronically, instead of appearing in person.
