The vetoed bill would have amended Philadelphia’s zoning code to permit certain static or digital wall advertising signs in the area bounded by 7th Street, Spring Garden Street, 6th Street, and Willow Street.
Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Section 14-905, entitled "Non-Accessory Signs," by permitting certain non-accessory outdoor advertising signs within the area bounded by 7th Street, Spring Garden Street, 6th Street, and Willow Street, all under certain terms and conditions.

This enacted ordinance amended Philadelphia’s zoning rules to define Registered Community Organizations (RCOs), set requirements for local and issue-based organizations, and change how they register and notify neighbors about certain zoning and Civic Design Review applications.
Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by defining Registered Community Organizations, the requirements for their establishment, and the parameters and expectations of notification, in addition to changing the composition of the Civic Design Review Committee; all under certain terms and conditions.

The enacted ordinance changes rules for Philadelphia newsstands by allowing additional products, expanding certain advertising options, and permitting movable awnings subject to size, height, safety, and operating requirements.
Amending Section 9-212 of The Philadelphia Code, entitled "Newsstands," by revising the requirements for advertising and permitting the placement of awnings on newsstands and permitting the sale of additional products from newsstands; amending Chapter 11-600, entitled "Construction, Encroachments and Projections Over, On and Under Streets," by making conforming amendments regarding the placement of awnings on newsstands; and amending Chapter 19-3400, entitled "Excise Tax on Outdoor Advertising Transactions," to include outdoor advertising signs located on newsstands, all under certain terms and conditions.

The enacted ordinance prohibits people from intentionally damaging or defacing publicly accessible outdoor artwork and memorials, including their supporting structures.
Amending Title 10 of The Philadelphia Code, entitled "Regulation of Individual Conduct and Activity," to prohibit certain activities that damage, deface, or risk damage to, public artwork or memorials, and to provide for penalties for violations of such prohibitions, all under certain terms and conditions.
