The enacted bill amended Philadelphia’s rules for businesses that sell electronic smoking devices, such as e-cigarettes, and unapproved nicotine delivery products.
Amending Chapter 9-600 of The Philadelphia Code, entitled "Service and Other Businesses," by clarifying penalties for violations of Section 9-622, entitled "Cigarettes and Tobacco Products," and by adding a new section to prohibit sales of electronic smoking devices and unapproved nicotine delivery products to minors, under certain terms and conditions.

The enacted ordinance prohibits using electronic smoking devices, including e-cigarettes, in covered enclosed public places, within 20 feet of their entrances, and at sidewalk cafés and other outdoor service areas, with certain exceptions.
