This enacted ordinance amends Philadelphia’s affordable housing program by designating three Affordable Housing Opportunity Zones: Allegheny Avenue, Roosevelt Boulevard, and Erie Avenue.
Amending Chapter 16-800 of The Philadelphia Code, entitled "Philadelphia Affordable Housing Opportunity Zones," by designating the Allegheny Avenue, Roosevelt Blvd and Erie Avenue Affordable Housing Opportunity Zones pursuant to the 1500 New Affordable Housing Units Initiative, all under certain terms and conditions.

This enacted law amended Philadelphia’s Business Income and Receipts Tax rules to create a tax credit for businesses located within 100 feet of a publicly funded construction project that substantially blocks customer access or visibility for at least 30 days.
Amending Chapter 19-2600 of The Philadelphia Code, entitled "Business Income and Receipts Taxes," by providing for certain exclusions and deferrals relating to businesses distressed as a result of nearby public works projects, all under certain terms and conditions.

The enacted ordinance regulates businesses that provide paid immigration assistance services in Philadelphia, except for groups such as licensed attorneys, certain federally recognized organizations, and government officials acting within their duties.
Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," by adding definitions, duties, penalties, exceptions, prohibited acts, licensing requirements and other related items regarding provision of immigration assistance services; all under certain terms and conditions.
