This enacted legislation provided for a November 3, 2015 ballot question asking Philadelphia voters whether to amend the Home Rule Charter to establish and define the functions of the Office of Lesbian, Gay, Bisexual, and Transgender (LGBT) Affairs, headed by a director.
Providing for the submission to the qualified electors of the City of Philadelphia of an amendment to The Philadelphia Home Rule Charter establishing and defining the responsibilities of the Office of Lesbian, Gay, Bisexual and Transgender (LGBT) Affairs; fixing the date of a special election for such purpose; prescribing the form of ballot questions to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.

The enacted ordinance amended Philadelphia’s refuse and littering rules to require businesses that sell prepared or prepackaged food for takeout or consumption off the premises to provide a waste bin and a separate recycling bin within 10 feet of each public entrance during normal business hours.
Amending Chapter 10-700 of The Philadelphia Code, entitled "Refuse and Littering," to clarify the obligations of certain places of business that sell food to provide waste and recycling bins for use by their patrons, under certain terms and conditions.
