This enacted ordinance changes the zoning designations for land bounded by Fifth Street, Reed Street, Fourth Street, and Dickinson Street.
To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Fifth Street, Reed Street, Fourth Street, and Dickinson Street. Further to approve the Residential Mixed-Use-2 District (RMX-2) Master Plan for the site generally bounded by Fifth Street, Reed Street, Fourth Street, and Dickinson Street, formally known as the Mount Sinai Hospital.

The enacted ordinance, effective July 1, 2015, added definitions to Philadelphia’s property licensing rules and required owners of specified rental properties to obtain rental licenses before collecting rent, with a transition exception for properties covered by 2015 housing inspection licenses.
Amending Chapter 9-3900 of The Philadelphia Code, entitled "Property Licenses and Owner Accountability," by adding definitions and providing for the transition from housing inspection licenses to rental licenses in 2015; and amending Subcode "F" of Title 4, entitled "The Philadelphia Fire Code," to remove the exception to payment of the high-rise inspection fee for certain occupancies; all under certain terms and conditions.
