The enacted ordinance adds wage-equity rules to Philadelphia’s business regulations, generally prohibiting employers and employment agencies from asking job applicants about their wage history, requiring its disclosure, retaliating over it, or relying on it to set pay unless the applicant voluntarily provides it.
Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," by adding a new Chapter on wage equity prohibiting employers from inquiring about salary history, including definitions, duties, penalties, posting requirements, a private right of action and other related items regarding wage equity; all under certain terms and conditions.

The enacted ordinance authorized Philadelphia to issue up to $184.303 million in general-obligation bonds for capital projects involving transit; streets and sanitation; municipal buildings; parks, recreation and museums; and economic and community development.
Authorizing the Bond Committee to sell bonds at public or private negotiated sale, to provide funds toward various capital municipal purposes; providing for appropriations to the Sinking Fund Commission for the payment of such bonds; authorizing agreements to provide credit or payment or liquidity sources for the bonds in connection with issuance of the bonds, and certain other actions; providing for obtaining the consent of the electors to increasing the indebtedness of the City; and fixing a day and providing for arrangements for holding the election for obtaining such consent.

This enacted ordinance amends Philadelphia’s rules for building service contracts to require covered building service employees—such as cleaners, guards, janitors, maintenance workers, and others—to receive prevailing wages and working conditions.
Amending Section 17-107 of The Philadelphia Code, entitled "Contractors: Labor-Management Relationships," to provide that building service employees performing labor under certain building service contracts, receive the prevailing wage and prevailing working conditions; and to provide for certain exemptions or exclusions, all under certain terms and conditions.
