Approving the forty-second amendment of the redevelopment proposal for the Model Cities Urban Renewal Area, being the area beginning at the northwest corner of Front street and Spring Garden street, including the thirty-fourth amendment to the urban renewal plan, which provides, inter alia, for changes that would make it consistent with the North Philadelphia Redevelopment Area Plan and generally consistent with the most recent Comprehensive Plan approved by the City Planning Commission of the City of Philadelphia.

The enacted ordinance updates Philadelphia’s realty transfer tax code by replacing gendered terms such as “husband and wife” with gender-neutral terms such as “spouses.” It applies to the section listing property transfers that are excluded from the tax, including transfers between spouses, certain former spouses, family members, and life partners.

This enacted bill authorizes Philadelphia to lease certain Fairmount Park land and facilities, recreation centers, playgrounds, and Free Library branches to the Philadelphia Authority for Industrial Development (PAID) on a project-by-project basis.
Authorizing the City of Philadelphia to enter into lease agreements with the Philadelphia Authority for Industrial Development under which the City would lease to PAID on a project-by-project basis certain land and facilities in the Fairmount Park system, recreation centers, playgrounds and branches in the Free Library of Philadelphia system, and which would permit PAID to sublease such Facilities on a project-by-project basis to other organizations in conformity with the Economic Development Financing Law, Act 1967-102 (P.L. 251), as amended, all under certain terms and conditions.
