Amending Chapter 17-1600 of The Philadelphia Code, entitled "Economic Opportunity Plans", by requiring the Labor Standards Unit to monitor contractors and enforce City Contract requirements for Workforce Diversity, all under certain terms and conditions.

The enacted law adds lead-paint safety requirements to special inspection certificates for educational buildings owned or operated by entities that receive substantial City funding.
Amending Subcode "A" (The Philadelphia Administrative Code) of Title 4 (The Philadelphia Building Construction and Occupancy Code) of The Philadelphia Code, by amending Section A-703, entitled "Special Certificate of Inspection," to provide for lead paint requirements for educational occupancies, under certain terms and conditions.
