This bill changes the zoning rules in Philadelphia by creating a new type of zoning district called the University-Community Overlay District. This new district will have its own set of rules and guidelines for development and construction. It will affect areas near universities and the surrounding communities.
Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending certain provisions of Chapter 14-500, entitled "Overlay Zoning Districts," by creating the "/UCO, University-Community Overlay District"; and by making related changes, all under certain terms and conditions.

The district includes areas around Frankford Avenue and some intersecting streets, and will now include 6700 Rowland Avenue but exclude certain properties on Robbins Street and Ryan Avenue. This decision affects businesses and residents in the Mayfair area.
