This bill allows Philadelphia voters to decide on a proposal to create the Philadelphia Retirement Savings Board through an amendment to the city's Home Rule Charter. The board would be responsible for managing retirement savings for city employees. The bill sets up a special election for voters to approve or reject the proposal.
Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment to the Philadelphia Home Rule Charter relating to the creation of the Philadelphia Retirement Savings Board; and authorizing and directing the appropriate officers to publish notice and to make arrangements for the special election.

The Philadelphia Retirement Savings Program is a new automated savings program for certain City of Philadelphia employees. The program is managed by the Philadelphia Retirement Savings Board and funded through the Retirement Savings Administrative Fund. This program aims to help eligible employees save for retirement.
Amending Title 19 ("Finance, Taxes and Collections") of The Philadelphia Code to add a new chapter creating the Philadelphia Retirement Savings Program as an automated savings program for certain employees in the City of Philadelphia, to establish the Philadelphia Retirement Savings Board, and to establish the Retirement Savings Administrative Fund, all under certain terms and conditions.

This bill proposes an amendment to the Philadelphia Home Rule Charter that would allow City officers and employees to run for public office without having to resign from their City job first. If passed, this change would affect City employees who want to become candidates for public office. The bill would put this proposal to a vote by the city's residents.
