This bill proposes an amendment to the Philadelphia Home Rule Charter to create a new office called Creative Philadelphia.
Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment to the Philadelphia Home Rule Charter to provide for the creation of a Creative Philadelphia, to provide for the powers and duties of such office, and to otherwise provide for incorporation of the office into the City government; and authorizing the appropriate officers to publish notice and to make arrangements for the special election; all under certain terms and conditions.

This bill repeals a previous bill that proposed an amendment to the Philadelphia Home Rule Charter, which would have allowed City officers and employees to run for public office without resigning from their City position.
To repeal in its entirety Bill No. 241056 (approved March 10, 2026), entitled "An Ordinance Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment to the Philadelphia Home Rule Charter to eliminate the requirement that City officers and employees resign from their City office or employment before becoming candidates for public office; and authorizing the appropriate officers to publish notice and to make arrangements for the special election;" and to rescind the direction provided to various City officers set forth therein.
