September 10, 2025 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250273, introduced by Councilmember Mark Squilla, and passed by City Council on June 05, 2025. Bill Number 250273 would amend certain existing restrictions on vehicle noise and create several vehicle noise prohibitions, each applying differing geographic and event restrictions, noise standards, and penalties. The need to address vehicle noise pollution is salient, and we appreciate the Council's efforts to address it with this bill. However, I have been advised by the Law Department that Bill Number 250273 has several legal and practical challenges. Because of these challenges, I am returning Bill Number 250273 unsigned.
