Amending Title 17 of The Philadelphia Code, relating to the "Contracts and Procurement," by amending Chapter 17-500, entitled "Goals For The Participation Of Minority, Female And Disabled Owned Business in City Contracts" to extend the life of the Minority Business Enterprise Council ("MBEC"), grant authority to MBEC to monitor participation of minority, female, disabled owned business and socially and economically disadvantaged individuals in all City contracts, City Agencies and City Quasi-Public Agencies, and to require regular reporting to City Council, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 17 of The Philadelphia Code is hereby amended to read as follows:

TITLE 17. CONTRACTS AND PROCUREMENT

CHAPTER 17-500. GOALS FOR THE PARTICIPATION OF MINORITY,

FEMALE AND DISABLED OWNED BUSINESSES IN CITY CONTRACTS

§17-501. Definitions.

* * *

(14) Quasi Public Agency shall mean any board or commission to which the Mayor or the Council is entitled to an appointment; and any authority or quasi-public corporation that either:

(a) Receives appropriations from the City; or

(b) Has entered into a continuing contractual relationships with the City; or

(c) Operates under legal authority granted to it by City ordinance.

§17-504. Minority Business Enterprise Council.

(2) MBEC's authority and responsibility shall be to:

(n) Issue a report to City Council every six months that outlines the participation of Minority, Female, and Disabled Owned Businesses and Socially and Economically Disadvantaged Individuals in contracts of the City of Philadelphia, its Agencies and all Quasi-Public Agencies. This requirement shall continue to apply notwithstanding the expiration of the effective date of this Chapter, or any judicial determinations concerning the legality of any of the substantive requirements of this Chapter.

SECTION 2. This Ordinance shall take effect immediately.
