THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

CHAPTER 16-600 PROHIBITED USES
It is in the interests of the citizens of Philadelphia, that the city maintains own and leases property for public use.
It is against the public policy of the city that any building, street, or leased property be named after a person convicted of murder.
As used in this Ordinance the following meanings shall apply:
Convicted. Includes conviction by a plea of guilty or no contest, conviction after trial, and a finding of not guilty due to insanity or of guilty but mentally ill.
(1) No publicly owned or operated property including, city streets, highways, buildings, recreational facilities or facilities leased by the city may be named after a person convicted of murder.
