Honoring Edmond F. Notebaert.

WHEREAS, Edmond F. Notebaert became President and Chief Executive Officer of The Children's Hospital Foundation and The Children's Hospital of Philadelphia, January 1, 1987; and

WHEREAS, Mr. Notebaert recruited additional internationally acclaimed physicians and world-renowned scientists, and created an infrastructure which evolved from an inpatient hospital to a health system. He expanded the Hospital's outpatient clinical activities through the construction of the Richard D. Wood Pediatric Ambulatory Care Center, the opening of eight regional specialty care centers that brought high-quality pediatric sub-specialty services to children in their own communities, the development of "Kids First" network and the establishment of a comprehensive pediatric Home Care program; and

WHEREAS, The scope of the pediatric services expanded with the acquisition of the Philadelphia Child Guidance Center, a pediatric mental health agency, and Children's Seashore House, the nation's first pediatric rehabilitation center; and

WHEREAS, Mr. Notebaert's vision and leadership have created the Hospital's research enterprise, resulting in the opening of the Leonard and Madlyn Abramson Pediatric Research Center, home of the Joseph Stokes, Jr. Research Institute, and the expansion of clinical research, including the development of Children's Clinical Research Institute; and

WHEREAS, Grant funding from the National Institute of Health has increased fivefold, and the Hospital's residency and fellowship programs have expanded as well. Children's Hospital is now the institution of choice for pediatric physicians in training; and

WHEREAS, The Hospital continues its historic mission to serve all children within its service area irrespective of ability to pay. Four primary care centers now bring skilled primary care pediatric physicians into under served areas in West and South Philadelphia; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor and commend Edmond F. Notebaert on his outstanding record of achievement as President and Chief Executive Officer of the Children's Hospital of Philadelphia and The Children's Hospital Foundation.

FURTHER RESOLVED, That an Engrossed copy of this resolution shall be presented to Edmond F. Notebaert, further evidencing the sincere sentiments and high esteem of this legislative body.
