WHEREAS, The sentencing of non-violent offenders to community service has increased exponentially in recent years; and
WHEREAS, The need for volunteer assistance in Philadelphia's neighborhoods has also grown significantly as blight and crime have spread; and
WHEREAS, To date there has been little noticeable impact in Philadelphia's neighborhoods of the Court's community service sentencing, and there has been no coordinated effort by the Court System to work with neighborhood leaders and elected officials to direct these community service efforts; now therefore
BE IT RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That authority be given to the Legislative Oversight Committee to hold public hearings on the implementation and supervision of community service sentences for non-violent offenders by the Court System.
