Full Bill

WHEREAS, On December 14, 1989 the Authority and the City of Philadelphia entered into the Lease and Service Agreement authorized by Bill No. 533 ("Lease and Service Agreement"); and

WHEREAS, Pursuant to Section 70(i) of the Lease and Service Agreement, the Council of the City of Philadelphia has the right to approve, by resolution, the Closed Circuit Television System Design and Installation Services Contract between the Authority and Advanced Electronic Solutions; and

WHEREAS, At the direction of the Board of Directors of the Authority, a comprehensive security study was conducted of and at the Convention Center in order to identify, evaluate and make recommendation to address the potential threats to the safety and security of the Convention Center and its employees, customers, visitors as well as the general public; and

WHEREAS, One of the recommendations of the study was the need to update the electronic security infrastructure at the Convention Center; and

WHEREAS, The Authority issued a Request for Proposals for the Closed Circuit Television System Design and Installation Services on February 15, 2000 ("RFP"); and

WHEREAS, After careful consideration of the four (4) proposals submitted, the Authority has selected AES as the company that best meets the needs of the Authority as outlined in the RFP; and

WHEREAS, Due to the increased risk of potential threats occasioned by the high level of upcoming events, in particular the Republican National Convention, and the limited amount of time to complete the installation, the Authority has determined that an emergency situation exists requiring immediate action; and

WHEREAS, The Authority desires to immediately execute the Closed Circuit Television System Design and Installation Services Contract with AES at a cost of approximately nine hundred thirty-four thousand dollars ($934,000) to be paid from the Authority's Renewal and Replacement Fund; and

WHEREAS, The Authority requests City Council approval of this Contract in order for the installation to be completed as soon as possible; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Council of the City of Philadelphia approves the Closed Circuit Television System Design and Installation Services Contract between the Authority and AES substantially in the form on file with the Clerk of the Council with such revisions as may be approved by the President of City Council, unless an such revision has a material adverse financial impact on the Authority or the City which is attached hereto as Exhibit "A". The Clerk of the Council shall keep on file and make available to the public all Exhibits referred to herein.
