Whereas, The Honorable Edgar C. Campbell, Sr. spent 64 years of his life in public service to the City of Philadelphia; and
Whereas, The Honorable Edgar C. Campbell, Sr. served as the long-time Ward Leader in the Fourth Ward in West Philadelphia; and
Whereas, In 1983, the Honorable Edgar C. Campbell, Sr. became the first African-American to serve as the Chairman of the Democratic Party in the City of Philadelphia; and
Whereas, The Honorable Edgar C. Campbell, Sr. served as a member of Philadelphia City Council as Councilmember-At-Large for two terms and also served as the Clerk of Quarter Sessions Court for the City of Philadelphia, between 1975 and the time of his death in 1987; and
Whereas, The Honorable Edgar C. Campbell, Sr. served in the capacity of Secretary of the Executive Committee for the Philadelphia Criminal Coordinating Commission; and
Whereas, On that commission, he was one of the architects of the concept that lead to the evolution and ultimate development of the Criminal Justice Center; and
Whereas, His passing was mourned by many in the City of Philadelphia; and
Whereas, The City of Philadelphia will be extremely honored by naming our Criminal Justice Center for the Honorable Edgar C. Campbell, Sr.; now therefore
THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
