Full Bill

WHEREAS, The Safe Circle Program, sponsored by the Linda Creed Breast Cancer Foundation, aims to increase breast cancer education and early detection among African American women; and

WHEREAS, A recent study has shown that in this City, more than thirty-five percent of women in the targeted group had not followed through on mammograms, did not have literature on breast cancer and had not received information necessary to make informed decisions on this vital issue; and

WHEREAS, It has also been shown that breast cancer is the single most common cancer in African American women. In addition, African American women are less likely than white women to survive breast cancer five years after diagnosis; and

WHEREAS, The Safe Circle Program, originally proposed in 1995, actually targets this population with information given to the women in their homes, churches and community centers. This information will empower the women to act on their own behalf and on behalf of their families, thereby saving lives now and for years to come. Through screening, diagnosis and treatment, we believe the incidence of breast cancer among African American women can be reduced; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby voice our strong support for the "Safe Circle" Program.

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Mrs. Mamie Fains, Safe Circle Outreach Coordinator, as evidence of the admiration and high esteem of this legislative body.
