Authorizing the Philadelphia Authority for Industrial Development ("PAID") to file an application with the Office of the Budget, Commonwealth of Pennsylvania, under the Capital Redevelopment Assistance Program, in an aggregate amount not to exceed Four Million Dollars ($4,000,000) to assist in the remediation, demolition and infrastructure improvement of the former Civic Center property to facilitate its eventual redevelopment into being the site of the University of Pennsylvania Cancer Treatment Center.

Full Bill

WHEREAS, The City of Philadelphia and the Philadelphia Authority for Industrial Development ("PAID") are desirous of obtaining funds from the Commonwealth of Pennsylvania's Office of the Budget in an amount not to exceed Four Million Dollars ($4,000,000) for the undertaking of approved Capital Budget projects under Section 4[c] of the Housing and Redevelopment Assistance Law, as amended; and

WHEREAS, Guidelines issued pursuant to the Housing and Redevelopment Assistance Law, as amended, define blighted area to include portions of an urban community with economically undesirable land uses; and

WHEREAS, The Civic Center Redevelopment Project is being proposed within Philadelphia and will enhance the economic viability of the City by reusing the site to house the University of Pennsylvania Cancer Treatment Center and other medical and research facilities to be developed by the University of Pennsylvania and The Children's Hospital of Philadelphia; and

WHEREAS, The City and PAID desire to advance the necessary development of the Civic Center Redevelopment project; and

WHEREAS, The Commonwealth's regulations require City Council's approval prior to PAID's submitting an application for the above-mentioned funds; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Council of the City of Philadelphia authorizes the Philadelphia Authority for Industrial Development ("PAID") to file applications for Capital Budget Redevelopment Assistance Grants through the Commonwealth Office of the Budget, including all understandings and assurances contained therein, in an aggregate amount not to exceed Four Million Dollars ($4,000,000) to assist with the redevelopment of former Civic Center site to prepare it for the future development of the University of Pennsylvania Cancer Treatment Center, as authorized by governor Ridge on March 17, 1999 and as authorized by the Legislature of the Commonwealth in the Capital Budget Project Itemization Act of 1996-97 (Act 1997-47) section 6[35][i][DD].
