Authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to accept a quitclaim deed from the Commonwealth of Pennsylvania conveying to the City all of the Commonwealth's interest in a certain parcel of land that is part of the site of the former Philadelphia Civic Center and that is commonly known as the Pennsylvania Hall Parcel.

Full Bill

WHEREAS, Pursuant to an ordinance approved April 13, 1971, and by a deed dated April 30, 1973, the City conveyed a portion of the site of the former Civic Center that is known as the "Pennsylvania Hall Parcel" to the Commonwealth of Pennsylvania for the Commonwealth to build an addition to the then-existing Exhibition Hall at the Civic Center.

WHEREAS, By Bill Number 980875, approved December 30, 1998, City Council authorized the Commissioner of Public Property to convey the Civic Center site to the Philadelphia Authority for Industrial Development ("PAID") but required that any subsequent transfer by PAID of any portion of the Civic Center site be approved in advance by City Council resolution.

WHEREAS, By Resolution Number 990869, approved December 2, 1999, City Council authorized PAID to convey the Pennsylvania Hall Parcel in approximately equal portions to the University of Pennsylvania and the Children's Hospital of Philadelphia.

WHEREAS, By Resolution Number 010441, approved June 7, 2000, City Council further authorized PAID to convey the Pennsylvania Hall Parcel to the University of Pennsylvania and Children's Hospital of Philadelphia in equal portions or solely to one or the other of them.

WHEREAS, In accordance with the terms of the deed from the City to the Commonwealth dated April 30, 1973, the Commonwealth of Pennsylvania recently executed a quitclaim deed to convey back to the City all the Commonwealth's interest in the Pennsylvania Hall Parcel.

WHEREAS, It is now necessary for City Council to authorize the Commissioner of Public Property to accept a quitclaim deed from the Commonwealth for the Pennsylvania Hall Parcel in order to enable the City to convey the Pennsylvania Hall Parcel to PAID.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1.

The Commissioner of Public Property, on behalf of the City of Philadelphia, is authorized to accept a quitclaim deed from the Commonwealth of Pennsylvania conveying to the City all of the Commonwealth's interest in that certain parcel of land that is part of the site of the former Civic Center and that is commonly known as the Pennsylvania Hall Parcel.

SECTION 2.

This Ordinance shall become effective immediately.
