WHEREAS, Ms. Lynne Carter began watching fights as a little girl, decided early on that she wanted to be a boxing judge, and pursued her ambition with intelligence and determination. In 1982 she began her career and on March 3, 2002 she will celebrate twenty years as a Professional Boxing Judge; and

WHEREAS, Ms. Carter admired Joe Frazier and wanted to be trained by him, so she went to his gym and he told her, “I don’t like judges, I don’t like referees and I don’t like announcers.” However, she persuaded him to take her on and thus began a boot-camp-like training period with her and “The Champ.” Joe Frazier made her put on the gloves, learn the ropes, memorize the rules and throw a left hook. Three months later she had her license; and

WHEREAS, Today, Lynne Carter has judged over 1000 rounds of boxing. She has traveled the world in her career. She came through the ranks “by the book,” beginning with amateur fights and going on to officiate for the International Boxing Federation/United States Boxing Association, the World Boxing Association and every other major boxing organization; and

WHEREAS, For her commitment and fine work, Ms. Carter has received numerous honors and has a whole list of “firsts.” She is the first International African American Female Judge in New Jersey and in Connecticut and the First International African American Female in the Women’s International Boxing Federation, just to name a few. Additionally, she won the Philly Boxer’s Judge of the Year Award in 1998 and in 2000; and

WHEREAS, Ms. Carter has brought distinction to her profession, pride to Philadelphia, joy to her family and friends and is held in highest esteem not only by those in the boxing world but by people everywhere; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor Ms. Lynne Carter for her twenty years as a Professional Boxing Judge.

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Ms. Lynne Carter as evidence of the congratulations, sincere admiration and deep respect of this legislative body.
