THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

Impounded vehicle. A vehicle which has been towed and stored pursuant to the provisions of 75 Pa. C.S. §6309.2.
In accordance with the provisions of 75 Pa. C.S. §6309.2(d), the owner of an impounded vehicle may obtain possession of the vehicle by: (i) furnishing to Philadelphia Traffic Court proof of valid registration and financial responsibility; and (ii) paying all fines and costs associated with the towing and storage of the vehicle or making arrangements with the Philadelphia Traffic Court to make payments of all fines and costs by installments as provided by the Pennsylvania Rules of Criminal Procedure.
In case any impounded vehicle is unredeemed for a period of fifteen days after notice of impoundment is given, it shall be sold at a public sale upon order of the Court of Common Pleas and after ten days’ notice of sale to the owners, lienholders or secured parties of the vehicle.
The proceeds of sale shall first be applied to the payment of fines and costs and, secondly, to the payment of any encumbrances. The balance shall be remitted to the owner, upon written request and proof of ownership.
