Full Bill

WHEREAS, The concept for the “Live Stop” program began in the early 1990s when Traffic Court administrators urged the City to start removing unregistered and uninsured vehicles from our streets;

WHEREAS, “Live Stop” finally became fully operational and enforceable citywide on July 1, 2002, resulting in nearly 8,000 vehicles being removed from Philadelphia streets;

WHEREAS, Automobile insurance premiums in Philadelphia remain the highest in the country, twice the rate of the premiums in neighboring suburbs and three times that of other Pennsylvania cities;

WHEREAS, Philadelphia residents deserve to know how the “Live Stop” program will affect their high insurance premiums and whether further enforcement of the law will lead to any significant reductions;

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That City's Council's Committee on Legislative Oversight will investigate whether the “Live Stop” program will reduce automobile insurance rates in the City, make specific recommendations on how to improve the “Live Stop” program, and report on ways to reduce Philadelphia drivers' high automobile insurance rates.
