WHEREAS, AFSCME District Council 47 Local 2186, Local 2187, AFSCME District Council 33 Local 934, and the Fraternal Order of Housing Police, all represent employees of the Philadelphia Housing Authority; and
WHEREAS, The collective bargaining agreements of each of these Unions with the Authority expired on March 31, 2002; and
WHEREAS, Despite protracted negotiations, none of the Unions has achieved a new collective bargaining agreement; and
WHEREAS, The absence of a labor agreement between the Authority and AFSCME District Council 47 Locals 2187 and 2186, AFSCME District Council 33 Local 934, and the Fraternal Order of Housing Police will have a deleterious impact upon the operation and function of the Housing Authority and its mission of providing public housing to the citizens of the City of Philadelphia; now therefore
RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Authorize the Committee on Law and Government to hold hearings to investigate the failure of the Philadelphia Housing Authority and four union locals: AFSCME District Council 47 Local 2187, Local 2186, AFSCME District Council 33 Local 934, and the Fraternal Order of Housing Police, to negotiate new contracts and authorizing the Chairperson of the Law and Government Committee in furtherance of such investigation to issue subpoenas or other process as the Chairperson deems necessary or appropriate to compel the attendance of witnesses and the production of documents to the full extent authorized under Section 2-401 of the Home Rule Charter.
