Honoring and commending Philadelphia Gas Works serviceperson, Mike Buckley, for his quick, decisive and heroic actions that saved the life of a victim from carbon monoxide poisoning.

WHEREAS, On Tuesday, January 14, 2003, serviceperson, Mike Buckley, was dispatched to 3703 Westhampton Drive for a gas leak inside. When he arrived, he was met by the PGW customer at that location, who immediately informed Mr. Buckley that she smelled an odor coming from 3705 Westhampton Drive and that she heard a vehicle running in the garage; and

WHEREAS, Mike Buckley went to the garage door area of 3705 Westhampton Drive and heard a vehicle running in the garage. Mike Buckley immediately forced entry into the property, entering through the front basement window, and smelled a strong odor of exhaust from the vehicle; and

WHEREAS, Mike Buckley entered the garage and found that all of the doors to the vehicle were open. He turned the vehicle off and looked inside it, but did not see anyone in the vehicle. He then searched the garage area and found a woman lying on the garage floor, unconscious, with her face towards the exhaust pipe of the vehicle; and

WHEREAS, After finding the woman in the garage area, Mike Buckley immediately opened the overhead garage door and carried the woman out to the driveway area. As the victim was unconscious but breathing, the neighbor immediately called 911, and, within a few minutes, fire rescue arrived, and transported the victim to Frankford/Torresdale Hospital, where she recovered from the incident; and

WHEREAS, After saving the victim’s life, Mike Buckley ventilated all of the properties involved and completed a leak investigation. He found no leaks and all of the gas equipment was determined to be in working order; and

WHEREAS, Mike Buckley, out of an abundant concern for the health, safety and welfare of someone he never met, went above and beyond the duties required by his employment to, ultimately, save the life of someone in need; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hearby honor and commend Philadelphia Gas Works serviceperson, Mike Buckley, for his quick, decisive and heroic actions that saved the life of a victim from carbon monoxide poisoning.

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Mike Buckley as evidence of the sincere sentiments of this legislative body.
