THE COUNCIL OF THE CITY OF PHIILADELPHIA HEREBY ORDAINS:

SECTION 1. Section 10-717 of The Philadelphia Code is hereby amended to read as follows:

§10-717.

Source Separation, Collection, and Disposal of Refuse

Definitions. In this Section, the following definitions shall apply:

(k)

Collectible Rubbish shall mean solid wastes, including but not limited to, both putrescible and non-putrescible substances, and both combustible and non-combustible materials. Collectible rubbish shall exclude recyclable materials and those substances not collected by the City.

(l)

Recyclable Materials shall mean any materials which are eligible for collection in the City for recycling.

(m)

Refuse shall include bulk items, construction material, debris, putrescible substances, recyclable materials, collectible rubbish, yard waste and all other waste materials.

(2)

When collections are made between the hours of 7:00 a.m. and 3:00 p.m., all refuse must be placed on the sidewalk adjacent to the curb before 7:00 a.m. on the day of collection but not before 2 p.m. on the previous day. When collections are made between the hours of 6:00 p.m. and 1:30 a.m., all refuse must be placed on the sidewalk adjacent to the curb between the hours of 7:00 a.m. and 6:00 p.m. on the day of collection. For the purpose of this subsection, collections made between the hours of 6:00 p.m. and 1:30 a.m. shall be construed as having been made on a single day of collection.

SECTION 2. Effective Date. This ordinance shall take effect immediately upon final approval.
