THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 11 of The Philadelphia Code is amended as follows:

§11-306. Schedule of Charges.

[(1) The surveyors and regulators shall make the following charges in advance, against the owner of property ordering work to be performed:

(a)

Lot Survey and Regulation. For surveying and regulating:

(.1) A lot not more than 25 feet in average width, $110.00

(.2) A single lot of more than 25 feet and not more than 50 feet in average width, $150.00

(.3) Single lots of more than 50 feet and not over 100 feet in average width, $175.00

(.4) Each additional foot or part thereof in average width over 100 feet, $0.80

(.5)

A single line (between two properties) 100 feet or less in length, $90.00

(.6) Lots or property lines more than 100 feet in average length or depth, for each additional foot or part thereof, $0.80

(.7) The above charges apply to lots of not more than four straight sides. For each additional side, $40.00

(.8)

A single street line 100 feet or less in length, $80.00

(.9)

Each additional foot or part thereof of street line, $0.80

(.10) Lots on curved streets or having a curved side or sides, 30% additional

(.11) Single rear line 100 feet or less, 80% of cost of lot computed on lot frontage

(b)

Conveyance Surveys and Plans.

(.1) For lot surveys and regulations and conveyance surveys and plans, the charge shall be based on time and average per diem rates of assistants employed on same, together with allowance for office expenses and for the time employed in supervision.

(.2) For blueprints or copies of property plans or surveys, furnished after the date of the original survey, to parties ordering the original plan or survey or to present owners or their representatives when they present proof of ownership, the charge for each print shall be a minimum of $5.00

(.3) To other applicants for such copies or prints, one-half the original cost and not less than $85.00

(c)

Curb Regulations.

(.1) For furnishing regulations for curb, 25 feet or less, $30.00

For each additional foot continuously furnished on one street, $0.40

(.2) On curved streets the above charges shall be doubled.

(.3) For curved corners, for each corner additional to the above charges, $25.00

(.4) For curved corners, for each corner where separately furnished, $45.00

(d)

Street Paving and Repaving.

(.1) For furnishing lines and grades, per linear foot of stake line furnished, $0.80

(.2) For furnishing current estimates, each, $135.00

(e)

Footway Work.

(.1) For measurement and assessment bill for footway paving and repaving, per square yard, $0.70

(.2) For measurement and assessment bill for setting, resetting, or repairing curb, per linear foot, $0.30

(.3) For any measurement or assessment bill for work in front of private property, minimum charge, $15.00

(.4) For curb regulations on work in front of private property, minimum charge, $20.00

(f)

Alleys and Driveways.

(.1) For plans establishing grades of alleys or driveways, per linear foot, $1.00; Minimum charge, $225.00

(.2) For furnishing lines and grades for new alleys and driveways, and for alleys and driveways paved to abate a nuisance, per linear foot, $0.75

(.3) For furnishing lines and grades for drain pipes, per linear foot,

$0.90

(.4) For measuring and making returns for work done in the abatement of alley and driveway nuisances, for each assessment bill, $20.00

(g)

Sewers.

(.1) For lines and grades furnished for each inlet, $80.00

(h)

Miscellaneous.

(.1) For measuring grading, exclusive of street grading, per cubic yard, $0.80; Minimum charge, $190.00

(.2) For preparing property description, minimum charge, each, $45.00

(.3) For furnishing and placing surveyor’s monument, each monument (in addition to cost of staking lines), $125.00

(.4) For work not otherwise provided for in this schedule, the charge shall be based on the time and average per diem rate of assistants employed on the same, together with allowance for office expenses and for the time employed in supervision.

Duplicate tracings furnished to the original applicant, $80.00

(.6) Any sketches, minimum charge, $45.00

(.7) For reviewing and signing any plan, minimum charge, $75.00]

The Department of Streets shall promulgate regulations providing for a fee schedule of charges of surveyors and regulators. Such fees shall be based on the actual costs of the Department of Streets, based on the time and average per diem rate of employees working on or supervising the project and other costs associated with the project.

SECTION 2. This Ordinance shall be effective upon promulgation of regulations by the Department of Streets.
