Calling on the Philadelphia Police Department, Parking Authority and Traffic Court to enforce all of the provisions of the Motor Vehicle Code that regulate the operation of motor scooters.

WHEREAS

Motor scooters have become a safety hazard and nuisance in many neighborhoods in our city; and

WHEREAS

,

Drivers ignore traffic laws, such as running red lights and driving down the wrong side of the road, and operate their scooters during all hours of the day without any consideration for other law abiding citizens; and

WHEREAS

,

These drivers often do not own a valid driver's license or registration; and

WHEREAS

,

Pennsylvania's Motor Vehicle Code prohibits anyone from driving a motor vehicle, including motor scooters, without a valid driver's license or registration; and

WHEREAS

,

Violators without a driver's license should receive a $200 fine for each offense and those without a registration should receive a $75 fine or a fine that equals double their registration fee; and

WHEREAS

,

The “Live Stop” initiative was created to crack down on the illegal operation of motor vehicles in the city. Drivers must provide a valid driver's license or proof of registration or the city will impound their vehicles. The Police Department, the Parking Authority, and Traffic Court should treat the illegal operation of motor scooters with similar vigilance and impound all illegal motor scooters to protect our residents' quality of life; now therefore

That City Council calls on the Philadelphia Police Department, Parking Authority, and Traffic Court to enforce all provisions of Pennsylvania's Motor Vehicle Code that regulate the operation of motor scooters in the City.
