September 23, 2003 TO THE PRESIDENT AND MEMBER OF THE COUNCIL OF THE CITY OF PHILADELPHIA: In accordance with the provisions of Section 14 of the First Class City Home Rule Act and Bill Nos. 020810, 030098, 030178 and 030220 (appproved May 15, 2003), Bill Nos. 030016-A and 030115 (approved May 29, 2003) and Bill No. 030342 (approved September 17, 2003); I am pleased to transmit herewith my Proclamation designating November 4, 2003 as the date of each Special Election referenced therein to decide whether the Philadelphia Home Rule Charter shall or shall not be amended.
