Full Bill

WHEREAS, Frank Menna began his distinguished career in 1962 as a Court Representative in the Juvenile Division of Family Court. Frank appeared at Court proceedings on behalf of dependent and/or delinquent children pursuant to petitions filed by the Department of Public Welfare; and

WHEREAS, In 1967, Mr. Menna joined the Adult Probation Department of the Court of Common Pleas where he initially served as probation/parole officer. In a few short years Frank was promoted to the position of supervisor and his duties were expanded to include the operation of a probation/parole office which was originally located in the Germantown section of Philadelphia; and

WHEREAS, Frank remained with the probation department as a supervisor until 1985 when, as a result of his outstanding reputation, he was promoted to Director of the Victim Services Unit. While there Frank’s diverse responsibilities included providing services to victims and witnesses in conjunction with the District Attorney’s Office and coordinating drug investigations and operations with law enforcement agencies and anti-drug groups. As Director, Frank was again recognized for his exceptional record and in 1990 he was appointed to Deputy Chief of the Adult Probation Department; and

WHEREAS, In 1991, Mr. Menna began working for the Philadelphia District Attorney’s Office in the Narcotics Unit where he assisted in the prosecution of repeat offenders who were on probation/parole, and also specialized as a liaison between the DA’s office and other criminal justice agencies and community groups; and

WHEREAS, Frank later moved on to the Major Trials Unit where he utilized his vast knowledge and experience in many areas, and will continue to do so up until his approaching, and well deserved retirement; therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we honor and commend Frank Menna, a man who exemplifies the highest standards of public service.

FURTHER RESOLVED, That and Engrossed copy of this resolution be presented to Frank Menna as evidence of the sincere sentiments and recognition of this legislative body.
