THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Chapter 9-2800 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 9-2800. UNIVERSITIES, PROPERTY OWNERS OR MANAGERS AND

STUDENTS.

§9-2801.

Definitions.

(1)

“Adult supervisor.” A person at least 21 years of age.

(2)

“Educational Housing District.” The following areas:

(a)

The Fourth Councilmanic District.

(b)

The North Central Educational Housing District, consisting of the area within the Fifth Councilmanic District bounded on the north by Susquehanna Avenue, on the south by Girard Avenue, on the east by Ninth Street, and on the west by Eighteenth Street.

(3)

“Student.” Any person under the age of twenty-three (23) years enrolled full-time in a college or university undergraduate degree program.

[The terms “Educational Housing District” and “Student” shall have the meanings as defined under Chapter 10-1800. The term “adult supervisor” shall mean a person at least 21 years of age.]

§9-2810. Special Provisions Applicable to Certain Educational Housing Districts.

(1)

Within the North Central Educational Housing District:

(a)

The provisions of §9-2803, relating to information to be provided by colleges and universities to the Police Department, shall not apply.

(b)

The schedule set forth in §9-2809(2)(a), setting forth the number of adult supervisors required per building, shall be altered to that the provisions of subsection (2)(a)(.1) shall apply to buildings with fewer than 21 people, and the provisions of subsection (a)(.2) shall apply to buildings with 21 to 29 people. All other provisions of §9-2809(2)(a) shall apply within the North Central Educational Housing District without alteration.
