THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Chapter 21-1100 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 21-1100. COMMUNITY DEVELOPMENT

§21-1105. City Council Oversight and Plan Approval.

(1) Upon completion of the public hearings required by Section 21-1104 (Citizen Participation) and before submitting to the U.S. Department of Housing and Urban Development (“HUD”) its statements of community development objectives or similar required documents,

and no later than the date by which the Mayor must submit the proposed annual operating budget ordinance to Council under Section 4-101(b) of the Philadelphia Home Rule Charter,

the O.H.C.D. shall prepare and submit a final CD Plan to City Council for its authorization. Council may amend the CD Plan as it deems necessary.
