Honoring the Neighborhood Transformation Initiative (NTI) and Hill International, Inc. for meeting and exceeding the Disadvantaged Business and Minority and Female employment goals for construction and demolition workers.

WHEREAS, The NTI Program is a strategy to rebuild Philadelphia’s neighborhoods as thriving communities with clean and secure streets, recreational and cultural outlets, and quality housing; and

WHEREAS, The NTI Program has retained Hill International, Inc. as its construction consultant; and

WHEREAS, The NTI-established goals for hiring disadvantaged businesses aim to subcontract 35% to 40% of the work to minority-owned businesses and 12% to 15% of the work to women-owned businesses; and

WHEREAS, The City of Philadelphia released a report dated February 2004 stating the NTI program has significantly exceeded the amount of work subcontracted to minority businesses to date, specifically stating an actual percentage of work subcontracted to minority businesses of 49.65% and women-owned businesses of 13.43%; and

WHEREAS, The program also has minority worker participation employment goals of 75%; and

WHEREAS, A report issued by the Greater Philadelphia Urban Affairs Coalition states that the NTI program has also exceeded its employment goal by achieving 78% minority worker participation; and

WHEREAS, The NTI Program has a local employment goal of 80% City of Philadelphia residents; and

WHEREAS, To date, the actual employment level for Philadelphia residents on the NTI Demolition program is 79%; and

WHEREAS, The NTI Program deserves to be recognized as a prime example of the City’s commitment to insuring that all businesses are given a fair opportunity to work on municipal projects; now therefore

RESOLVED, BY THE CITY COUNCIL OF PHILADELPHIA, That we honor the NTI Program and Hill International, Inc. on their successful inclusion of minority and women-owned businesses; and

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Patricia L. Smith, NTI Program Director, Jay McCalla, Deputy Managing Director and Michael V. Griffin P.E., Senior Vice President, Hill International, Inc. as evidence of the sincere respect and admiration of this legislative body.
